Mr. Ben Harris most recently served as the Chief of Staff for the Joint Program Executive Office Armaments & Ammunition (JPEO A&A), from May 2022 through November 2024 with responsibility to assist in the execution of all JPEO A&A matters and for directing, planning, managing and evaluating the JPEO's staff activities. His responsibilities include providing oversight for the JPEO A&A’s annual budget of nearly $3B which includes research and development, testing, procurement, fielding and training, and total life cycle management for conventional ammunition and armaments. Prior to this assignment, Mr. Harris served as the Deputy for Project Director Joint Services, responsible for operating and modernizing the government owned contractor operated ammunition facilities, research and development for single points of failure, research and development for logistics capabilities, and research and development and execution for demilitarization of ammunition for the DoD.
Ben most recently graduated from the Senior Service College Fellowship in May 2022. Ben also graduated from Central Michigan University with a Masters in Administration and received his bachelors of science from the United States Military Academy (1988). His military training and education includes: Airborne, Northern Warfare Training, Armor Officer Basic and Advanced Courses, Bradley Fighting Vehicle Commander’s course, Army Command and General Staff College, Executive Contract Administration, and the Program Management Office Course. Ben is certified Advanced in Program Management, certified a Professional in contracting, and is PMP certified. Ben was previously certified level III in Foreign Military Sales.
His active army service awards, from 1988 through 2008, include: the Defense Meritorious Service Medal, Meritorious Service Medal (4 OLC), Joint Service Commendation Medal, Army Commendation Medal (4 OLC), National Defense Service Medal (2 OLC), Southwest Asia Service Medal, Kosovo Campaign Medal, Global War on Terrorism Service Medal, NATO Medal, Saudi Arabia Kuwait Liberation Medal, Kuwait Liberation Medal, and Parachutist Badge. His civilian service awards include: The Department of the Army Achievement Award for Civilian Service – 2015, Secretary of Defense Global War on Terrorism Medal – 2011, and the Department of the Army Commander’s Award for Civilian Service – 2011.
