Mr. Hartman is currently serving as the Director of Business Development for Spectra Technologies LLC. Mr. Hartman has been active in defense research and development programs leading to the development, demonstration, and production of a wide range of military and law enforcement systems over a career spanning 34 years. His current responsibilities include strategic planning, market assessment, building partnerships and new business capture. His activities cover a range of defense technologies including lethality systems, non-traditional ordnance payloads technologies, combat countermeasures, large, medium and small caliber ammunition, demolition equipment, protection systems, non-lethal and low collateral damage weapon systems.

Prior to joining the staff at Spectra Technologies, Dan served with General Dynamics Ordnance and Tactical Systems (GD-OTS) Precision Systems for 23 years providing business development leadership for both the Orlando and Niceville Operations. Previous responsibilities included Program Management, Chief Project Engineer and Manager for the Research and Development Branch.

Mr. Hartman was employed by Martin Marietta Missile Systems (currently Lockheed-Martin) in Orlando, Florida for eleven years prior to moving to GD OTS. Mr. Hartman served as both a principle investigator and engineering manager during his tenure at Martin Marietta. His last position prior to leaving was that of the Lethality Systems Manager in the Precision Guided Missile Systems Branch where he directed the efforts of an engineering team responsible for the development of an advanced tandem warhead system and its electronic fuzing system for the Hellfire II and Longbow Missiles.

Mr. Hartman has served on several industry-wide committees and panels over his career. He is currently serving on the National Defense Industry Association (NDIA) Joint Armaments Committee and Chairman of the NDIA Unconventional and Emerging Armaments Program Committee. Dan is also currently serving on the National Armaments Consortium (NAC) Executive Board. The NAC, previously known as the National Warheads and Energetics Consortium (NWEC), is the industrial companion of the Defense Ordnance and Technology Consortium (DOTC). He is a long-standing member of the Association of Proposal Management Professionals (APMP) and currently serving on the APMP Florida Sunshine Chapter Board as the membership chairperson. He has also previously served on the Military Sensing Symposia Battlefield Survivability and Discrimination (BS&D) Program Board, JANNAF Air Breathing Technical Committee, AIAA Solid Rocket Technical Committee. He has also participated in NATO Industry Advisory Group (NIAG) panels.

Mr. Hartman has earned a Master’s Degree in Business Administration from the Florida Institute of Technology and a Bachelor’s in Mechanical Engineering from Louisiana State University. While pursuing his engineering degree at LSU, Dan was a member of the LSU varsity swimming team, earning a 4-year letter and NCAA All-America honors. Mr. Hartman has earned professional honors including the Central Florida Chapter of the AIAA’s Young Engineer of the Year in 1986 and the GD-OTS Pacesetter Award in 1995. He holds several patents and has authored many publications.
