James Lackey is an experienced senior executive leading defense aerospace capability development with focus on corporate governance, business development, and operational excellence outcomes. In industry since 2017, James has led multiple, successful growth-oriented (10% YoY growth) profit and loss (P&L) business units up to $500M annual revenue. His industry executive experience includes leadership roles in engineering services, software, and hardware integrated mission solutions. He is currently Chief Operating Officer at Davidson Technologies, responsible for company’s business unit growth as well as corporate functional oversight. He is a proven leader having risen to become a Tier 2 member of the Senior Executive Service (SES) in the US Army. In this role at Redstone Arsenal AL, he managed a $2.5B annual operating budget consisting of a 9,000-member engineering workforce to provide acquisition technical support for multiple organizations. He also served as Senior Executive in the Office of the Secretary of Defense (OSD) in the Pentagon as the Director for Air Warfare major acquisition programs. Prior to OSD, he started his professional career and led multiple aviation and weapons development programs at the Naval Air Systems Command, Patuxent River MD.
